Scott Batulis has been the President and Chief Executive Officer for the Greater Hudson Valley Health System and Orange Regional Medical Center since August 2006 and President of Catskill Regional Medical Center since 2007. Mr. Batulis has more than 25 years of experience in healthcare administration including strategic planning, financial management, business development, mergers and acquisitions, hospital construction, operations management, physician relations, human resource development and fundraising. Throughout his leadership career, his broad-based healthcare system responsibilities have included hospital care, primary and specialty care, chronic care, senior care and home healthcare.
Mr. Batulis’ exceptional healthcare administrative background played a critical role in the revitalization of the Greater Hudson Valley Health System and the development of programs and services to member hospitals. In 2011, his leadership and skills proved vital in the financing, construction, relocation and opening of Orange Regional’s new hospital in Middletown, New York. The 383-bed state-of-the-art facility is the first new hospital built in New York State in more than 20 years. His leadership and experience played a critical role in transforming Catskill Regional Medical Center into a stable and evolving community hospital, the only hospital in Sullivan County, New York.
Throughout his tenure and within the System, Mr. Batulis has achieved significant quality and financial benchmarks and is credited with leading the development of many new services as well as the acquisition of leading-edge technology. The development of clinical programs throughout the System include: emergency and elective angioplasty, Stroke Center designation, Bariatric Center of Excellence, robotic surgery, a Level 2 Neonatal Intensive Care Unit in development and the newly constructed expansion of Catskill Regional’s emergency department. The purchase and implementation in 2011 of a multi-million dollar electronic health record system at Orange Regional has placed the medical center among the top five percent of 5,200 hospitals that achieved Stage 6 designation on the Electronic Medical Records Adoption Model. The electronic health record system will be installed at Catskill Regional in 2012.
Prior to joining the Greater Hudson Valley Health System, Mr. Batulis spent nearly 20 years with HealthEast Care System, a network of integrated care services including hospitals, clinics, rehabilitation and specialty care facilities, headquartered in St. Paul, Minnesota. Within this network, he held the positions of Vice President of HealthEast Care System, Chief Executive Officer of St. Joseph’s Hospital and Chief Executive Officer of Bethesda Rehabilitation Hospital.
As a Vice President within the HealthEast Care System, Mr. Batulis’ responsibilities crossed a number of modalities including heart care and neurosciences in three of the network’s hospitals. Additionally, he provided leadership over the HealthEast Ambulance service, Hospice care and outreach laboratory businesses as well as having served on the Board of Directors for HealthEast Home Care.
As Chief Executive Officer at St. Joseph’s, his leadership marked a turning point for this hospital slated to close. He is credited with successfully leading teams through a $20 million capital campaign and an $81 million campus expansion/renovation plan.
Prior to joining St. Joseph’s, Mr. Batulis served as Chief Executive Officer of Bethesda Rehabilitation Hospital. While in this capacity, he also managed HealthEast’s six nursing homes, five assisted living facilities, ambulance company, medical equipment company, home health care agency and three retail pharmacies.
He has a Master of Business Administration degree from the University of St. Thomas in St. Paul, Minnesota and a Bachelor of Science degree in Long Term Care Administration from the University of Minnesota. He is a member of the American College of Healthcare Executives.

Joe Anesi oversees the office of General Counsel for the Greater Hudson Valley Health System: a central resource for all legal services and exclusive contact for outside counsel retention and management. He is responsible for all physician, managed care and business contracting; defense of all litigation; providing legal support to all members of the System and advising System Chief Executive Officers and Board of Directors on strategy and governance. Mr. Anesi also oversees the Associate General Counsel and Risk Management division.
Prior to assuming his role within the Greater Hudson Valley Health System, Mr. Anesi spent more than 23 years practicing law with law firms as well as public, private and not-for-profit corporations. His background includes corporate, regulatory, litigation and healthcare practices.
Mr. Anesi earned a Bachelor’s degree in English from the University of Rochester and graduated from the Duke University School of Law. He also has a Master of Public Health degree from the Harvard School of Public Health.

Rosemary Baczewski is responsible for the overall direction of quality management, performance improvement and patient advocacy for the Greater Hudson Valley Health System. She is also responsible for ensuring compliance with The Joint Commission standards, Institute for Healthcare Improvement (IHI) and National Quality Forum (NQF) initiatives.
With an extensive background in Process Improvement, Ms. Baczewski has worked in the healthcare industry for more than 20 years. Prior to joining the System in 2011, Ms. Baczewski served as the Senior Director of the RN Labor Management Initiative with the League of Voluntary Hospitals and Homes/1199 SEIU Training and Education Fund. She also served as Director of Process Management for Horizon BlueCross/BlueShield of New Jersey, Executive/Managing Consultant for Johnson & Johnson Health Care Systems and as a Consulting Director for McFaul & Lyons.
Ms. Baczewski has a Bachelor of Science degree in Nursing from Columbia University and a Master's certificate in Strategic Growth and Change from Columbia University Graduate School of Business. She is a Master Black Belt in Lean Six Sigma and is a Lean Expert.

Deborah Carr is responsible for Labor and Employee Relations; Recruitment and Retention; Wage, Salary and Benefit Administration; Organizational Development; Training and Education and oversees the Volunteer and Employee Health departments for the Greater Hudson Valley Health System.
Ms. Carr joined Arden Hill Hospital in 1988 as a Professional Recruiter, prior to being promoted to Director of Human Resources; a role she held through the merger with Horton Medical Center. In 2004, Ms. Carr was promoted to Vice President of Human Resources at Orange Regional Medical Center.
Certified as a Senior Professional in Human Resources (SPHR), Ms. Carr earned a Bachelor’s degree in Business Administration with concentrations in Management and Marketing. She earned a Master of Business Administration degree, Summa Cum Laude with a concentration in Management. Ms. Carr is a member of the Society for Human Resources Management and is President/Treasurer of the Northern Metropolitan Hospital Association Human Resources Group.

Mr. Lieto is responsible for physician integration throughout the Greater Hudson Valley Health System.
Prior to joining the System, Mr. Lieto held the position of Vice President, Ambulatory Services and Strategic Development at The Valley Hospital. He also served as Chief Executive of the Valley Health Medical Group and Physician Enterprise. His extensive background in Operations, Strategy, Business Development and Physician Practice Management provided the foundation for establishing and managing a 12-location ambulatory network. Additionally, Mr. Lieto has experience across major clinical service lines, including: Ambulatory Care, Oncology, Bariatric Surgery, Neurosciences and free-standing surgical centers.

John Lynch is responsible for the overall leadership of the information technology and telecommunications networks for the Greater Hudson Valley Health System.
He was the former System Vice President and Chief Information Officer for Provena Health, where he was responsible for providing overall information technology strategy and direction for the health system including telecommunications, clinical engineering, web and media services.
John has over 20 years of management and executive level experience in finance and health care IT working for health care providers, software, and computer companies. Prior to joining Provena Health, he held IT management positions at Highland Park Hospital in Highland Park, IL and Thorek Hospital and Medical Center in Chicago. John has lead IT departments implementing and supporting Epic and other major health IT systems.
He is a graduate of the Massachusetts Maritime Academy where he received a Bachelor of Science degree with studies in Marine Transportation and Computer Science. As part of his training and education at the Maritime Academy, John was commissioned an Officer in the United States Navy and U.S. Merchant Marines.
He is a member of the American College of Healthcare Executives, College of Healthcare Information Management Executives, Healthcare Information and Management Systems Society, Healthcare Financial Management Association, Medical Users Software Exchange, iHT2/Institute for Health Technology Transformation, and CIO Imperative. Dr. Jim Oxley is responsible for leading the overall integration and coordination of medical care with physicians, providing medical expertise, advocating for medical staff and partnering on quality initiatives for the Greater Hudson Valley Health Systemand Orange Regional Medical Center.
Dr. Oxley has been with Orange Regional Medical Center since 1981, starting his tenure as a staff physician in the Emergency Department at Arden Hill Hospital. He maintains privileges to practice emergency and internal medicine at Orange Regional Medical Center. In 2010, Dr. Oxley was appointed an executive leadership role with the Greater Hudson Valley Health System to which he provides medical staff leadership and oversight for all member hospitals.
From 1981 to 1985, he was Chief of the Internal Medicine Clinic at Keller Army Hospital in West Point. In 1985, he became the Chairman of the Emergency Medicine Department at Arden Hill Hospital, which later merged with Horton Hospital to form Orange Regional Medical Center, and held the position until 2006. From 2004 to 2006, Dr. Oxley was Chairman of Staff and, in 2006, he became Chief of Staff. In 2008, he became the Vice President of Medical Affairs for Orange Regional. In this position, he provides leadership to the medical staff and an overall medical perspective and expertise to the administration. He is also responsible for integration and coordination of medical care in collaboration with leaders in various departments and physicians privileged to practice at Orange Regional. In addition, Dr. Oxley volunteered his time as a member of Orange Regional Medical Center’s Board of Directors from 2006 to 2008 and has been a member of the Orange Regional Medical Center Foundation’s Board of Trustees since 2004. He is also a member physician on the Orange County Board of Health Advisory Board.
He earned a Bachelor of Science Degree from the United States Military Academy at West Point and served in the Army as a Special Services Officer. He also served in the medical corps as an internal medicine physician. Dr. Oxley is a graduate of The Philadelphia College of Osteopathic Medicine and is Board-certified in Emergency Medicine and Internal Medicine.

Dr. Shafiq Rab is responsible for overall leadership of the information technology and telecommunications networks for the Greater Hudson Valley Health System.
With more than 20 years experience in the healthcare information technology industry, Dr. Rab has held several senior executive positions with large healthcare facilities including Orange Regional Medical Center, St. Mary’s Hospital, Carrier Clinic and East Mountain Hospital. Most recently, he led the installation and implementation for Electronic Health Records (EHR) at Orange Regional Medical Center and is overseeing the (EHR) project installation for Catskill Regional Medical Center.
Dr. Rab earned a Bachelor of Medicine and Bachelor of Surgery degree from Dow Medical College in Pakistan, is a Foreign Medical Graduate and has a Master’s of Public Health degree from the University of Medicine and Dentistry of New Jersey and Rutgers University.

Dr. Joanne Ritter-Teitel joined the Greater Hudson Valley Health Systemin 2011 and is responsible for providing leadership for nursing throughout the system. Additional responsibilities include oversight for nursing practice, nursing standards and patient care delivery.
Prior to joining the System, Dr. Ritter-Teitel held various nurse management positions including the Chief Nurse Executive at Montefiore Medical Center and served as Nurse Leader at Princeton Healthcare System and Robert Wood Johnson University Hospital.
Dr. Ritter-Teitel holds a Bachelor of Science degree from Columbia University, a Master’s in Delivery of Nursing Services from New York University and a PhD in Nursing Administration from the University of Pennsylvania. Dr. Ritter-Teitel has been an active member of American Organization of Nurse Executive (AONE) serving on its Education and Research Committee, Nominating Committee and the Publications Committee. At the state levels she is a member of the New Jersey and New York Organization of Nurse Executives. She is a member of Sigma Theta Tau, the national honor society for nursing. She has also authored national publications and peer-reviewed journals on topics such as professional practice environments for nurses in the hospital setting.

Stephen Sugrue is responsible for compliance oversight, actively working with the Board of Directors and management committees to accomplish the goals of the Audit and Compliance Program for the Greater Hudson Valley Health System. He also oversees the System’s real estate portfolio and major construction projects.
Mr. Sugrue’s experience includes defending hospitals, nurses and doctors in both private law firms and in the New York State Attorney General’s Office. Prior to joining Orange Regional Medical Center in 2007, he was Associate General Counsel & Compliance Officer at St. Vincent’sMidtownHospitalinNew York City.
Mr. Sugrue earned a Bachelor of Science degree, as well as a Juris Doctor and a Certificate of Health Law and Policy from Pace Law School. He is admitted to practice as an attorney in both New York State and Federal Courts. He is also a New York State Registered Nurse and Board-certified in Emergency Nursing and has experience as a Paramedic.
